Why is only the CAS listed with this RAM and not the other timings?

I?m thinking of getting these RAM sticks:

Being the noob that I am, it confuses me that only the CAS timing is listed (CL4), and not the other timings. Does that mean they are 4-4-4-12?

In the datasheet it says this: ?Row Active Time (tRAS) = 40ns (min.) / 70,000ns (max.)?

But I have absolutely no idea what that means. Could someone illuminate me?

Would this RAM be appropriate for a non-overclocked PC with C2D E6600?
