Why is my XP Home slow to allow ISP to dial after boot-up??

I just formatted my computer today and it's acting up. When I boot it up it goes to the desktop and everything is accessable except my dialer to my high speed internet. After about 20 or so seconds of no HD activity, it starts chugging away and my Norton taskbar icon comes up and I can select and dial the ISP. It does this most, but not all of the times I format my computer. I've even tried doing a fresh install of XP Home and then setting up the internet connection just to make sure that my Norton AV, Messenger, etc. weren't to blame. So whatever the issue is, it's related to XP and not some other program. I tried Bootvis but it doesn't affect it and I don't see any drivers that are to blame, but I could be wrong.. Any ideas? Also tried both setting up the net during XPs setup (which doesn't work even though I KNOW I'm typing in the server and pword correctly) and skipping it to no avail.

Thanks for any help, it's frustrating to have to sit there at a 99%usable computer and wait till it feels like letting you on the net.
