why is my upload/download speed so slow in my ftp server

my friend has a ftp server, and when i connect to it, and try to download/upload something it goes really slow... it uploads/downloads at 27 kb/s .... do i have to forward some ports in my router???

Are you sure that you are Not mixing KB/sec. with Kb/sec.

If your friend's ftp is serving from home it might be that 27KB/sec. (which is usually the functional speed of 270Kb/sec.) is it. Many Home Internet connections upload are capped at this speed. His Upload is your download in this case.

Otherwise optimize your TCP/IP Stack.

If he is using Broadband, his upload stream probably maxes out at 44KByte per second. It doesn't matter if you can download at 400kByte per second , if he cant feed you that data, then you won't get any decent speeds. Most broadband carriers have a download speed of 2,3,4 MBit (which equates to like 250-500KByte/second) but upload is restrected to .384 KByte.
