Upon a fresh boot this is what I see:

That is a bit high isn't it? Rig is in my sig.

Looks like you have quit a few programs running right at startup. Do you really need all of them right from the get go?

Press the windows key+r on your keyboard. When the run box pops up type msconfig and press enter. A new box should appear and there should be a tab named Startup. It will look similar to this:

I would recommend going through this list and disabling any unnecessary programs that you don't need right at boot. That should help lower ram usage after a restart.

Yeah... but the list of programs shows what... a couple hundred mb being used?

Yet why under Physical Memory does it say I only have 2gb available? So 6gb is being used? By what? I have 8gb system RAM and a dedicated video card...

It's a place to start. Why so argumentative right off the bat? Did you even try my suggestion and see if it helped?

windows likes to cache files in advance (4GB cached looking at the OP's image), so of that 6 GB, 4 GB is just windows keeping files on hand. Perfectly normal.

I just started my computer and it is reporting 1.7GB cached files and a total of about 4 GB used (inc cache IIRC).

windows makes room if it is needed by removing cached files.

If you want a better general experence, just change some of those programs not to start on start up.

Things like;
Origin
Steam
maybe the Radon video driver interface

Yeah, normal looking, I also disable steam & origin and anything else that isn't needed by the system, since I only want to run programs when *I* want, not at system startup.
