Why is my overclock not showing 100% CPU usage in Prime 95?

Hey all, I have a question for you guys...I overclocked my athlon64 3000+ to 2.5 ghz (700mhz increase) from my previous low overclock (1:1) of 1.94 ghz. My memory wasn't the best so, lately, I decided to use a divider and up my HTT. I managed to test my cpu and ram separately and got 277 HTT max for cpu. Mem test came to DDR466. I used a 5:6 divider for an actual ram speed of DDR460 or so. I then boot up and everything goes great, ran prime 95 for 10 hrs, no errors, but I notice my little konfabulator cpu/mem graph report only 10-40% cpu usage. I thought this was some sort of error until I opened the task manager and saw the same thing. Any suggestions? The cpu should be maxed out and I see the effects, but the graph doesn't show it. Here's some more info:

DFI Lanparty nf4/Ultra
2 512 sticks of Mushkin value ram (2.5-4-4-7)
DRAM voltage at 2.8
5:6 Memory Divider (DDR460)
CPU voltage at 1.550X110%=1.705, but reporting 1.67-1.68 in bios (too high?)
CPU Multiplier at 9
LDT voltage 1.3
Chipset voltage at 1.50
277 HTT
HTT Multiplier at 3x (should i up this more or not?-i would be at 1108)

I think i did pretty good, maybe i'm a little hot on my stock cooler but i will get a xp-90 soon...

So what's wrong?

God I feel like an idiot....I did a compression test with winrar and it showed 99% max cpu usage which means that prime95 isn't doing its job for some reason. Will look into this further, thank you for your broad, but great question!

it gets even more odd because the large ftts and the small ftts work fine-99% cpu usage with only about 30% memory usage. It also stops the test on a dime. When i try the blend, the cpu averages about 30% cpu usage and my memory is maxed out (1gb) at 100%. The response to stop the test is horrible and the computer kinda freezes up like. Does that help cause i'm clueless. I think i might try downloading/installing prime95 again, maybe the updated version may help even though mine is only a few months old. Hey it worked before at the 1:1 215HTT overclock!

Oh, and to change priority......In Prime95, go to Advanced--->Password
then type in "9876" (I think)
then go back into advanced and click on Priority :)

Oh, and personally, I definetly consider 1.6V+ too high =___= Just me though

My current Venice is actually undervolting below stock...meh, its all good though. >38 hours prime stable on priority 10 :D Oh, and its at 2.55Ghz ^___^
