Why is my multiplier at 7 instead of 9?

So I ran Core Temp and CPU-z and both of them report a multiplier of 7, not 9. I thought 9 was the stock multiplier? Mine is at 7 x 266 = 1.8 =(

I would also like to start overclocking, but I'd rather get this fixed before I overclock.

Also - I manually changed the multiplier to 9, and restarted, but the BIOS is not saving the settings (changes it back to 7).

Any ideas?

I have a ASUS P5N32-E SLI.

Edit: Wow, totally forgot to mention the CPU - Q6600. Sorry, I'm a bit tired.

Another Edit: I've also been reading the pinned guide on how to overclock, and I see that most CPU's w/o the X in them have a locked multiplier. Hopefully this isn't locked at 7 =(
