Why is my hardware DVD player skipping?

Here are my system specs:

Shuttle SV24
Celeron 766
256 MB RAM
Pioneer Slot-load 16x
WD 20.0GB 7200
ATI All-In-Wonder 128 PCI 16MB

I am running WinXP and using ATI's DVD player to playback movies and have DMA enabled.

For some reason, some DVD's playback fine, whereas others skip. Only the video, not the audio, however. Any ideas as to why this may be? I at first thought that the blockbuster DVD was skipping because it has a sticker on it, which maybe cause "jitter" at high speeds. But some of my other discs do this as well, no matter how clean and scratch free the disc is. Could the slot load drive cause this? My other tray load drive doesn't do this with a software DVD player.

Is there something silly and stupid I'm overlooking here?
