Why is my Downloads so darn SLOWWWWW!!!!

You can go to PCPitstop and run a tune-up test.
This may pinpoint some adjustments that can be made, and let you run some AutoFixes to correct.
Get back and report the results, I'd like to know how ot turns out.
 
you might alos want to try DSL Reports
They have a good set of tests similar to PCPitStop

(click on the 'Our Tools' link on the top left of the page)

I'm guessing there is nothing wrong with your end at all. Usually connectivity problems are of a go/no-go sort if they are in your system.

Is this the first time you have measured it? Was it OK for a while and now has some problem that made you want to check?

Tweak your system settings especially your rwin

i did the same test you did and got these results: Text Block Size 1000 KB

Download Time 1820 ms
Receive Buffer 256960 bytes
Transmission Speed 4396 Kb/s
