Why is my CPU usage so high

It pretty much happened as sson as I installed a new hard drive and formatted it. I wil be watching a low qualoty movie on winamp and my CPU use will hover around 60-70. I rip a dvd and it stays at 100% the whole time. If I go and open up IE it will slowly climb up to 100, stay there for a sec and then drop down. When I have nothing major running it stays around the usual couple percent. Having music playing and then opening IE or something else will cause the music to slow and skip. My other computer has its RMA'd motherboard in the mail so I am not sure if this is normal or not. The whole system overall just slows right down, and Im thinking the CPU usage has something to do with it.

Copying files also seems to be slow, the CPU usage goes high and files take much longer to copy. Makes me also think it could be the hard drive, even though it was working fine yesterday. Could it be a virus? I scanned and got nothing. Sorry this is long but I need some help.

Edit: This is on my old machine, a P3 700 with 256MB of Ram and two 40GB HDs
