Why is my CPU temp so high?

I'm using a P4C w/ stock heatsink and at idle (just viewing through bios v.13), my temps are as follow:

System temp: 27C (seems fine)
CPU temp: 48-50 (that seems higher than what others have posted)
PWM temp: 35-37

I took off the thermal tape and applied AS2. Followed the instructions to spec. At best, my temps are only a few degrees cooler than w/ the thermal tape.

Why is my CPU temp so high?

 
The AS takes a while to settle. Other than that, two things-Either those temps should be fine or you should get a new HSF. But the bundled one should be fine.
