Why is my CPU fan SO LOUD?

I am running an Athlon 1ghz cpu, and the ball bearing fan is LOUD, now it even sounds like it's humming.

Also, I took off the 1ghz cpu and installed a 1.2ghz and it wouldn't boot, then I put the 1ghz back on and the fan seemed like it just got louder...

What do you think the problem could be, Is this a common problem?

The bios screen says the fan is at 5800rpm.

Please help me get this dilema answered.

I suppose the standard question in response to loud fans is are any wires touching the fan? Or maybe its a fan on the mobo (if your mobo has one)?
 
Deftones94x, the highest RPM's any of my fans see, including the CPU HS fan is 2900RPM's, they are 80mm fans for the record. What HS/Fan are you using, this will aid us w/ suggestions.
 
A 5800 RPM fan on a standard size socket-a CPU cooler is excessive, particularly with a 1 ghz CPU. It's no doubt making a lot of noise due to turbulance and or vibration being transmitted from the fan to the heatsink/mainboard/chasis, etc.. Smaller fans, higher speed = more noise.

Swing over to www.newegg.com and look for the "Igloo 2310" cooler. It's priced at $6 plus $4 freight. I've used a couple in inexpensive systems I've sold to friends and was pleased with the performance, price and reasonable noise level.
