Why is my CPU cooler louder when using higher FPS?

I'm using Intel stock cooler and 60hz monitor. When I set in-game frame rate to 120fps, my CPU cooler is louder than normal. Should I change my CPU cooler?
 
Because, more FPS == more CPU load. More CPU load == more heat. More heat == CPU cooler spinning faster trying to maintain same low temps.

So, yes, if you want a quieter CPU cooling fan, then replace the stock cooler with something better.

I have delay mouse movement by using Logitech M100 when playing 60fps FPS games. After I change to 120fps, the mouse movement is smoother. Is it because of the mouse?
 
My casing is CM K280. Does my Asus GTX670 graphic card make loud noise when the temp is around 70c? Should I install side fan to cool down my graphic card or change CPU cooler?

That, my friend, is a question only you can answer. Download FurMark and OCCT, remove your case side panel, run one stress test at a time, and identify what is causing the most noise under load. I'm 99% sure your CPU cooler is noisier than any GPU, and nearly any decent third party cooler should help. The CM Hyper 212 Evo is good, Cryorig makes some good alternatives too. Both should be reasonably priced and far quieter than the Intel stock cooler.
