Why is my computer stuttering?

Hello All, granted my system isn't top of the line but it suits my needs quite well. However there's one discrepancy that I'd like to solve. I'm currently into a Half-Life mod called Day of Defeat, but the fps my system is producing are truly horrible. It simulates lag, it'll be running somewhat smoothly... then become very choppy (unplayable).

My system specifications are as follows:

PIII 800eb
Asus CULS2
Radeon 32 DDR
512 mb Crucial Cas 2
60 GB Maxtor DiamondMax 60 (master)
40 GB IBM DV

I've tried a different videocard (Voodoo 5 5500 PCI) yet the performance results are no different.

I'm running Windows 2000 with Service Pack 2, for the Radeon I'm using the latest beta drivers (they work great, my Radeon used to be unstable in Win2k, but now runs fine... except for games on the Half-Life engine) For the Voodoo 5 I used the latest certified drivers.
 
Did your VooDoo drivers completely uninstall? I had a similar problem when I went from a V4 to a GF2GTS. The 3dfx drivers just would not uninstall. A prompt format/install seemed to fix it. Of course I was using Win98 back then.
 
There maybe something wrong with your motherboard. I had a similar problem with an old system of mine and literally replaced everthing in the system except the board trying to solve my problem with no luck. My guess is there was something wrong with the AGP slot. I replaced it with an old Abit BH6 and my FPS and over all smoothness increased big time. I suggest you try another board and see if that fixes your problems, if not just ship it back and eat the restocking fee.
