why is my 6950 not lifting a finger when watching some hd?

Even low end video cards play HD video without any real issues these. The 6950 has more than enough power to run HD on multiple displays if you wanted.

That card is made to run games across all three screens.

HD video is like asking a giant to lift a toothpick.

It just doesn't need to rev up to 100% when it is doing something as easy as watching a HD movie.

Most of the work is done by dedicated video decoder hardware anyways which does not count as % utilization. And decoding a video is really easy work which means the card is practically idling.

You can try the MadVR renderer. It utilises GPU shader processors heavily (expect usage in the range of 20-50%).

Think back when you were watching DVD's on Intel and VIA crappy onboard graphics. Now take a x3 to x5 improved video formats and use it on a x500 to x600 improved GPU.
