Why is microsoft products start adding lines on top and bottom of my list?

I get this problem randomly in both word documents and outlook. I will start making a list and there is this big line on top and on the bottom of the list.

Very annoying. I have no 'borders' set... Usually the way I get around this is making the list in a second word document and copy/pasting the list to my active document.

try deleting the Normal.dot template?

It does not do this when I open up a new word document. It only happens to old word documents. So I might have one that I open and work on a lot, then it will start happening.

And even when it happens, I often can find a spot in it (like at the bottom) that wont trigger this bug. So sometimes I make the list at the very bottom of the document then cut/paste it where I want.

It also happens in outlook (like in task items).
