Nobody in a car with the music that loud is going to hear anything - just as if they were wearing headphones or IEM's.

Those noise ordnances are pretty much everywhere. They may or may not be enforced depending on the jurisdiction and the levels of crime they have. If I was curious about what they were doing I would use it as another tool to get a car stopped.
 
I know its illegal here, I have never seen it enforced though. I did actually do this for about a week while my stereo was broke.
 
Loud music isn't going to drown everything out, unless you have it so loud it makes you go deaf. Headphones not only produce the extremely loud music, they block outside noise.

I often wear ear plugs while im riding, I cant imagine it being illegal to simply block outside noise, as cars have been trying harder and harder to do that for a long time including new active noise cancellation. Besides, its not illegal for hearing impaired/deaf people to drive, so how can it be illegal to block out noise?
