Why is it the cheaper the food, the more sodium?

Of course not always...but definitely seems to apply to frozen foods, pasta, etc.

Is it just cheap flavour?

For most people, salt makes food taste better. At least up to a point.

So, it is a very cheap way of improving the taste.

Yes, but I believe it probably also has something to do with preservatives (remember they used to pack meat in barrels of salt on ships).
