Why is it, that when I refresh a page on Firefox, multiple lines appear on images

The way I can reproduce this problem is simply by refreshing the page (located on twitch.tv). I think I may have noticed the same problem on the Windows boot screen, right before the desktop appears. Anybody know what's up?

Hm, looks like those images were partially reloaded, then stopped. Internet connection problem?

Of course if the same thing appears elsewhere, I'm wrong. If it's on the boot screen I'd think hardware or driver problem.

Does the line goes downward then go away? If it does i think that's just the browser refreshing the image.

ya the lines do move off the screen and disappear.
