WHy is it so difficult to calibrate LCD monitors?

Especially the brightness portion!! Most testing sites tell me to raise the brightness all the way, but even if i do, i don't notice a difference on the screen. It changes from a black to a black with a weeeeeeeee tinge of white, a VERY weeee tinge. Anybody have any working websites with lcd calibration?
