Why is I.E 6 on my Win 98 128 encyr. but on my win2000 its only 56 bit?

I can't figure out why on my old machine (using Win 98) my Internet Explorer 6 is 128 bit encryption, but when I downloaded I.E. 6 from Microsoft website for my new computer (using Win 2K) its only 56 bit encryption? Any ideas? Thanks.

Win2k High Encryption Pack

You really should upgrade to Service Pack 2, which has the High Encryption Pack built in as well as patches from the past 2 years.

That is a user installed upgrade that comes in SP2 as indicated by PrincessGuard.
