Why is does my MicroSDHC format to so low GB???

I just bought a retail package Sandisk class 4 32GB MicroSDHC. It's for my tablet. I've formatted it for Fat32 and for ExFat in my PC card reader. I'm only getting 23.8GB formatted. What gives?

There was like 5 GB of unallocated space. How do I get those 5 GB into the primary partition for the card?
