Because you are high risk and most of the time NOT liable for any mistakes you make. You have to be 18 in most states so that all their banking laws can apply to you.
 
At most banks (TCF and KeyBank included, from firsthand knowledge) you can open a deposit account (checking or savings) if you have a parent sign as your guardian and custodian of the account. My dad is still on my TCF account as a custodian, but I'm too lazy to bring him in to correct it.
 
At Washington Mutual, you can open a savings account at any age, but you have to be 18 or have a parent/other person over 18 cosign to open a checking account.
 
Commerce is the best. You underage people just suck! When you turn 18, get an account there, and then come back and tell us what you think.
