Why I cannot use IE6.0 while Netscape works?

I was shocked by what occured to my XP machine: I have a DSL dialup; I can use Netscape to browse internet; I can use FTP to transfer files. HOWEVER, IE 6.0 cannot be used, giving me the following message "The page cannot be displayed". Is this weird? Anybody can help me out?

PS: I updated those newest security patch for IE 6.0 and Windows XP and this doesn't solve my problem.
 
Usually a DNS problem or go to the MSKB and search for "page cannot be displayed". Lots of info there.
