I saw this tidbit at Icronic.com, in other words any account can be removed with no warning what so ever. Never used it, never will.

It's Possible To Get Any User Kicked Off of Hotmail

Hotmail has just burned their customers with a zero tolerance spam policy. Apparently you can simply accuse any person with a Hotmail account of spamming, and send a complaint to Hotmail's anti-spam email address, and they will be removed. No questions asked.
The Register, by the way, strongly urges readers not to try this on strangers, no matter how much they dislike them. There is however clearly a serious point to this; if it's possible for Hotmail users to have their accounts terminated through no fault or action of their own, without warning, investigation, or right of appeal, Hotmail clearly isn't a sensible place to put your email. Yet another reason why Hotmail sucks.
