Because he's a semi-mythical character, imbued with exaggerated significance by our own govt. Like Bin Laden, he's more valuable to the Admin on the loose, rather than dead or in custody...

the media or this administration likes to make him a serious threat.

gives people a reason to fight in Iraq.

That question is the same as, why haven't we nabbed Osama?
Personally, I believe they are being sheltered / harbored by supporters, who will not give them up, at any reward level. Those people are not driven by money, but out of principles of their beliefs. No amount of money is going to flush them out of hiding.

As it was pointed out, its partly that they have a loyal following of supporters.

But consider the other factor---were the USA to catch the front man--be it Al Zarqwari--or Bin-Laden--the Bush administration would be unmasked---because the insurgency and terrorism would continue undeterred--and we would all realise its more than a cult of personality.

And Gasp-------maybe understand there are some issues and grievances that unite these groups----and until the underlying problems are resolved the struggle will continue.
