Why don't we put air conditioners inside??

When you're in the car, and you're using the air conditioning, you press the recirculate button to get cool air faster and more efficiently...why don't you do the same with your house?

Wouldn't it make more sense to have the air conditioner in the basement next to the furnace instead of outside sucking in warm air and cooling it down?

Just a thought.

The section of the air conditioner that hangs out of the window generates heat.

It sucks in the air from inside, wherever your central A/C unit is. The blower outside get's rid of the hot air generated by the A/C unit.

It works better to exhaust the heat from the cooled air outside.

To do what you're talking about, you'd have to pump the air back to the a/c...you can't put an air conditioner inside. Due to conservation of energy, an a/c puts out more heat than 'cold', so the heat has to have somewhere to go other than the inside of your house.
