I think you are making a genralization. I dont know if we can absolutely say that all 2-3 star hotel rooms do not have wall or ceiling lights. I would actually say lights on the wall and ceiling would be cheaper b/c all you have to replace is the light bulb rather than a whole lamp if someone breaks it. Also someone could do more damage to a room with a lamp. So I dont know if there is an economical reason. Probably whatever the hotel room got cheaply installed.
Wall lamps are an automatic bump to the 4 star level. 2-3 star hotels are too busy building offices and condos so they can raise there popul...yea has anyone else actually played simtower? This reference maybe a little too obscure.
They do that to keep it dark so you can't see all the semen stains of the sheets and the walls. (I'm only half joking here- take a black light with you in a hotel room sometime :Q )
I've been in a lot of hotels, from low budget to luxury. I don't find your observation to be consistent with mine, except for the very low budget hotels where they don't install any wiring except to wall outlets.
