Why Doesn't WinXP allow the sharing of 'Program files', 'Windows' folder and other system folders?

Have a small network setup, when I go to sharing and security on the c:\
it'll share the drive as whatever, but it will not share system folders such as 'program files' and 'windows' folder as it says "The following folder and file are used by the operating system".

When I try to access these folders from the other computer it says "you do not have access to view this folder"

what the hell is going on?
