Why doesn't windows XP use VMR for windows desktop?

Im asking because i always use a slideshow screensaver that plays full screen black to white images. This is simply done by placing those images in the my pictures folder and using the "my picture slideshow screensaver".

The point is that as that the images change but with screen tearing, which is the exact same effect i notice when playing a similar series of images in the form of an animation in media player with VMR unchecked. But when VMR is checked in media player, i get smooth playback with no screen tearing.

Anyhow, ive decided to use media player as my screensaver, but i cant help but question why windows as a whole doesn't use VMR, or at least for the desktop interface.

 
If that is so, then there must be something wrong with my setup since i always get screen tearing. Im going to try a lower screen resolution to see if the problem is fixed. Otherwise, something is not right.

Im currently running at 1600x1200 32-bit color depth.

But im curious, what image format are you using and what screen resolution. Is it JPEG?
