why doesn't water boil in a microwave?

You haven't tried hard enough, because it will. Be careful you don't superheat it though. It can explode because it will get hotter than normal boiling temp too.
 
Just make sure you aren't using distilled water. Distilled water will not boil at normal temperature.

I thought distilled water boils at 212F/100C and non-distilled (ie.-contaminated) water boiled at lower temperatures. Am I wrong?

Yup

They heat more than just water, but heating water is why they work (and what they're made to heat). A microwave will "heat" any polarized molecule.
