Why doesn't the "startup" folder have hardly any of the programs that start up on boot?

Things that start up on boot (Win 7):

PDANet
Avast
Gmail Notifier
Skype
AdAware
Realtek Audio Manager
Unlocker

The only thing that appears in the Startup folder is PDANet.
 
The startup folder has really come a place for users to place programs they want to start when the login. For installers the registry now generally contains the list of applications that gets launched instead.
 
From a pure UI perspective, I agree, the "Startup" folder is rather broken. It should be a shell namespace rather that a disk folder, and it should contain ALL startup items, including registry entries.
