War Powers Resolution. Meaning, that congress has essentially already approved all presidents to go to any war for up to 90 days. That is how Bush got us into Iraq and he didn't get impeached.
Why they don't impeach is up to them. Maybe they are realizing that impeachment should be for actual serious issues, and not for petty dislikes of the current president. And since Obama is following the war powers resolution, even if Lybia is a serious issue, he isn't violating any law there.

There was a vote in congress, but it wasn't a vote that declared war. It authorized military force, but it didn't actually declare war. Subtle difference, yes. But since this thread is about subtle differences, I thought that I'd throw it in.On Iraq we had a vote first.
