Why doesnt pepper have a security seal on it?

I had to buy some more pepper today and noticed there is not a tamper proof foil seal on it like all the other things nowadays. Just lift the lid and you are there. WTH?

Probably the real answer?

Pepper, by approval of the FDA, can have up to ~50% of 'other' materials and still be OK to eat. This means that you could be eating half dirt with your pepper!
