why doesn't my power management work

I have turned on my power management settings in the bios and in the windows control panel. My computer can't seem to go into sleep mode. Is there any way to enable power management.

setup:
Windows 98 First edition.
asus p2-99
p3-550

Look under My Computer\Control Panel\Display\ScreenSaver\ click on Power button....adjust at will.
