why doesn't my mobo start up?

i recently purchased a epox 8rda+ from newegg and i have been slowly getting the rest of my needed parts as i receive my paychecks. So my problem is that i have hooked up the powersupply (Fortron 300W) to the motherboard and connected the power switch from the case as well. Shouldn't my motherboard be able to power on with just that or do i need memory and a processor to do so. Ive asked a friend and he told me i might be shorting out the board if my screws are in too tight, but i have removed all the screws and it still doesn't power up. And i know its not the power supply cuz i tested it out on my old computer and it starts up. So if anyone has any idea what the problem might be could u plz help me out? Perhaps my mobo is fried and i should just RMA to newegg and get another one. Thanks!😕

You should stop messing around with PC components.
Next time I suggest you rub your feet on a rug and mess with another motherboard, then dunk in water, then you can start using it.
 
in order for a computer to boot... u need and motherboard, power supply, ram, cpu, & video card. so looks like u are a few parts short.
 
CPU, Memory and Video are required for boot. Don't be in a hurry.
