Why doesn't my 1.6a boot the first time but boots the second?

Pretty much what the title says, I have a 1.6a at 2.4 ghz... windows fails to boot when the PC first turns on (hard boot) but if I were to hit the reset button, it works fine, and I can play games and such. Any advice?..
 
thats called a cold boot.

you need to add more vcore voltage.
if that dont do it - you will need to enable an "overvolt" jumper if you have one.
still dont work?
next option is a wire mod.
