Why does XP Pro think all of my downloads are corrupt?

I have a new XP build, actually rebuild, I've tried several times.
It's a Gigabyte nforce 2 mobo.
I have been able to download and install Google toolbar and Windows updates only. Every other file gets a digital signature warning (unsigned) and generates a fault error when run.
When I download from another pc and copy them to the offending pc or download directly from the internet using a good pc and save to: offending pc on network, eveything is fine.
I just can't download from that pc.
Even though xp pro says there's something wrong, the files are actually fine. So what's wrong with the os? EDIT: now they have problems when accessed from other pc's aw well.
Installed as xp pro original with service packs and updates applied later. Problems occurred at all levels of build.
XP pro sp2 all updates
Gigabyte GA-7N-400 pro
XP 2100 - not overclocked
512 ddr 400

Can you hook up a wire to it and see how it behaves using that? Could be an issue with your wireless card.
