Why does Win98 boot to Startup Menu everytime

like is wasn't shutdown properly? Doesn't seem to have problems booting in Normal mode once selected nor problems shutting down.
 
Check out your MSDOS.SYS in the C: root directory. Make sure that BootMenu = 0 under the [Options] section.
