Why does Win2000 say everything is on IRQ9?

In the computer management app, in system in formation or in the device manager, Windows 2000 reports the graphics card, modem, ethernet card (i.e., all cards) and USB controllers to be on IRQ 9. According to the BIOS, the USB is on IRQ10, GeForce on 11, other devices on 5. So what's the deal?

Well, unfortunately... my system uses irq 7 for all this mess. It's causing some sort of memory problem and the system has to be restarted to free up resources
