Why does win10 always start "display settings" ?

Went to a customer site to fix a number of issues. Their reception desk had a large number of programs auto-starting among other things. I've cleared them out, but now every time the computer finishes booting into Win10, the last thing it does is open the Display Settings. I don't see anything in Task Manager - Startup to explain this behaviour. I'll have a look in the registry, but I am not expecting anything interesting (Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run).

Any ideas why this always starts? It was occurring before I cleared out the many programs in the Startup folder, this is not a new issue I introduced. I've even configured the machine to re-open any windows it had opened at shutdown, made sure everything was closed, and Display Settings still comes up. There doesn't seem to be any display issues, I can't explain why that dialog box keeps showing up. The receptionist simply closes it after every boot, but the boss wants it fixed. These are all new high-end Dell workstations (i7-8700 with 64 GB RAM and mirrored RAID drives).

They have 8 identical new Dells, this is the only one with this issue.

Figured it out. right-click Start menu - Settings - Notification and Actions - Get Notifications from these Senders - Turn off getting notifications from "Settings"
