Why does Win 2K take out explorer when I end IE's task?

If my IE locks up, and I end the task, it takes out the taskbar, and systray.
While most icons pop back up on the tray, ICQ doesn't, making me end it's process, and restart it.
Any help?
 
It's the same program, or at least draws off the same dll's and whatnot. Essentially, with the integration of the OS and IE, IE is used as Windows Explorer as well.

Which is why Window Blinds has every instance of WinExplorer labeled as "Microsoft Internet Explorer"
 
I just ask because it took it out with Win95, but never did it in 98, and now it does it in 2000.
