Why does video in maximized window stop?

So I upgrade to a ASRock H77M motherboard with an i3-3220 chip over an AMD K7. Both running XP service pack 3. To my surprise, video on the new i3 stops if you maximize the window, and it looks like crap in general. Is the onboard video that bad, that an 8 year old computer can beat it? Seriously shocked at this. Guessing it takes a video card installed, bypassing the onchip video to fix it. Any suggestions?
 
What kind of video? Can you take a picture in terms of looking like crap? I assume a screenshot should show it as well.

Maybe the issue is the codecs you use. There is absolutely nothing wrong with the HD2500 video quality. Specially compared to an 8 year old one.

So make sure codecs are updated, drivers, flash if its flash driven.
 
my HD2500 is used for my third monitor for movies. It has no quality issues playing movies or basic games.
