Why does using DSR result in screen tearing in id Tech 6 games?

I've noticed this in both Wolfenstein 2 and Doom 2016, but no other games. I have a Vizio E-series 43" 1080p TV I'm trying to play on with this rig:

Ryzen 7 1700 @ 3.8 Ghz
GTX 1080 @ 2050Mhz
16GB DDR4-3000 (2933)
both games installed on a WD Blue 5400rpm HDD

With native resolution, both of these games work fine. However, if I enable DSR with 4.0 scaling in the Nvidia control panel, I get a horizontal tear about 1/4 up from the bottom of the screen - even if traditional double-buffered Vsync is on.

This happens even if I set the settings to lowest to ensure that the GPU has a lot of headroom to hit a consistent vsynced 60 fps, and it also happens if I use 2.25 instead of 4 as the DSR factor.

This isn't really a big deal, I just thought it was an odd problem and wondered if anybody knew what was going on.
