Why does the president or the governor of certain states pardon inmates that have life without?

Is there any pay off being done or is it random? Any ideas?

Wasn't there a big scandal around Clinton for pardoning someone right before he left office? Allegedly there was a payoff there.

I remember the Clinton thing.. he like pardoned a friend of his brothers or something...

as to Nocturnal, what are you talking about? Governors have pardoned people on life without bail?

Our recently departed Gov. pardoned people who helped get him elected and commuted a death sentence of a criminal who was 17 at the time when he gruesomely committed murder.
