why does the female body have to be covered up?

because, the more religious you are, the more your repressed sexuality turns to perversion, which shines back in your face when you see what you so love to hate😛 that or people who don't use their minds easily lose self control.
 
Cause there are women I don't want to see naked but the hot ones should go naked. There should be some sort of government body that allows certain women to get naked in public. I, of course would be the committee chairmen and would tell which women would be allowed and which should keep there clothes on.

I'm sure I can find some other willing members to serve on the committee.

In a sexually repressive society\culture anything even remotely sexual is tightly controlled. There have have been cultures, for example Pacific Island countries, where women were topless until Christian missionaries forced them to hide their bodies.
 
clothing started as protection and later hygene more than likely. As it became common, people percieved it as natural and being naked unnatural....

Then along came the Puritans 🙂

In some countries being seen nude isn't as embarrassing as it is in the US....a lot of countries have coed showers/lockers.

That is classified as a level 9 geek. I however am at level 3. Level 3 drops my sex appeal by 57%. Level 9 only drops your sex appeal by 3%, but raises it 19% if you include all geeks at level 8 and lower.

Yes.
Which ones go/went naked?

Humans are older than clothes, so unless you're stupid or religious, it's obvious that at a time everyone was either naked or pretty close to it.

Men weren't allowed to show their tops in public less than 100 years ago, and now no one questions it. People pretty much accept any ideas that emerge from their environment...you can thank Slavery and Nazi's for that.
