Why does Priority mail always take 1 more day for me than the site lists?

I've yet to figure this one out.... Whenever priority mail says 2 days, it takes 3. When it says 3, it takes 4.

It only happens with incoming packages though, never outgoing.... Lazy driver?

Maybe there's a slowdown between the sorting center and your local post office. The post office usually operates one major mail sorting center per large city or regional area. They probably have a schedule that trucks leave this sorting center and may only run trucks to the satellite centers certain times of the day.
Chances are, your local office may be far enough away from the main sorting center that it takes 1 more day before they can get the truck there since the mail carriers always get their stuff in the morning.

When the USPS receives a package, it does not count it as a delivery day.

So if you sent out something Monday, they consider 2-3 from Tuesday. So your package would arrive Thursday or Friday.

So techically it's 3-4, not 2-3 as they state. However, if the package fails to arrive 4 days later from pick-up. (IE shipped out on Monday, but doesn't arrive until Saturday), then the shipper is entitled to get a refund back. As a receiver, I've been able to get some refunds back from a shipper because the package came late.

Well that would explain my situation, but why would that not happen when i send packages? Unless everything i send is coming a day early :)

Many companies will send the packages out after the Po mail processing has been completed. they package up all the orders and then have some-one run them down to the PO or the PO pick them up after the processing section shuts down for the evening.

You are getting it to the PO before they close for the day, therefore it gets processed out on the same day.
