Why does Paypal require me to add an bank account to send money?

I thought you only needed a bank account linked to receive money. Signing my wife up to send a payment to someone with a CC, but it won't let us proceed unless we link a bank acct, even though we plan to just send money.

Would asking the seller to initiate a payment request get around this requirement?

PayPal takes security very seriously, to the point that their system is very annoying (don't get me started on their fees).

I think it's more, if you pay someone with money that you unknowingly, fraudulently received, they can screw you over.

It's no big deal to get around though...just verify a bank account (it can be one you get purely for this purpose), then close that account after and use only other payment options. That's what I do. It's a bit of a pain that it always wants to default to the account instead of the prepaid card or whatever else you're using, but it works.

Hmmm, well which do you think is more secure for a rental property? Paypal or giving the guy my CC over the phone to run through his business (he does infact have a legit business, i've done the research). Its an Amex Gold so i'm not all too worried if he has the #, Amex has always been great with fraud.

I faxed them a copy of my social security card, drivers license, and sent a follow up e-mail stating my anandtech name and associated e-mail account.

...they said they can't be sure and will hold my money for 180 days to confirm. :(

You answered your own question: Amex for sure.

That's kinda what I'm thinking. Then we don't have to deal with the paypal mess if we have an issue or need to dispute.

FWIW they recently limited my account access because of suspicious activity (maybe somebody phished my password, although I'm very careful about stuff like that). Had to jump through a bunch of hoops to get it working fully again (change password and security questions, confirm my address, etc.), but better than having somebody go nuts with my PayPal account I guess.

PayPal knows that a customer who voluntarily gives out his bank account number to allow debits has very little protection, compared with credit card accounts. They know that they can withdraw money from the bank account, and the customer will have a very difficult time fighting it. Tomorrow I plan to open a checking account just for use with PayPal. I will keep less than $100 in it.

People who act like Paypal isn't uber safe make me laugh about as much as my neighbor who claims Taco Bell uses Grade D beef. If Paypal wasn't secure as shit the government would shut them down.
