Why does my Volcano 7+ suck?

On a Athlon XP 1800 and Asus AV7333 my volcano 7 can't lower the temperature pass 57c (on High, on medium = 65-75 C), and it's noise is like around 70dB. According to multiple reviews, it should be capable of temperature down to the 30's Celsius and around 30-45dB.

I used Arctic Silver 3 (I did apply it correctly) and also the case temperature is below 30 C, and power cable of the fan is connected properly. Makes no sense to me.

One note though. The fan I bought has slightly curved heatsink fins. From pictures online it seems like they're not suppose to be curved but where I bought the fan, every fan they sell is curved!! Could this be the problem?

what in the world are you talking about? fans don't have "heatsink fins". do you just mean the blades on the fan are curved? or do you mean you bought a fan and heatsink combo, and the fins on the heatsink are curved?

and another thing, you're exaggerating a bit much on the db levels. at 70db your computer is about the sound level of a traffic jam.

here's the correct dba:
High: 6000rpm@47 dB
Medium: 4800rpm@35 dB
Low: 3000rpm@24 dB

Yes I did buy a Heatsink Fan combo cuz IT ONLY COMES LIKE THAT if you buy from stores.

Yes the heatsink fins are bent.

And no I'm not exaggerating, it is that loud. I did comparison with another Fan+heatsink combo that was rated 67db and the Volcano was louder.

And no 70 db is not as loud as you think. It's slightling quieter than a blow dryer.

I got part of the problem figured out. I tested the Volcano 7+ with a XP 2100 and it got 45 C or so on Medium. It's still loud but at least I don't have to use the High setting. For some reason the 1800 chip produces much more heat. The extra noise is probably due to bent heatsink fins cuz the air is hitting the side of the fins, and also my old case probably acted as sound amplifier.

70db is too much my friend. Also asus motherboards tend to exagerate temps +5-10 or so.
