Why does my USB always have power?

My Steel series headset receiver is powered via USB. I can unplug my PC and plug it back in and the receiver kicks on so apparently the USB ports always have power regardless.

Is there a specific bios setting that controls this? It's really annoying.
 
Yes, several mfgs allow USB ports to remain powered so you can charge devices without turning the computer on. It's kind of handy.

The settings will be in the BIOS if you want to turn the feature off.
 
Asus G20 desktop so whatever Mobo is in that. I don't think there is an always on for USB or at least it's not labeled like that but I'm sure one of them does it, I'll try to find it later.
