Why does my Premiere preview video not match output video? Colors, sharpening, etc

The right side is Premiere. The left side is Windows Media Player. My export settings are attached.

WTF? The actual output is way more grainy, oversharpened, higher contrast, and oversaturated. The same thing happens when played with VLC and YouTube.
